The predecessor of Xiamen Disabled Persons Welfare Foundation is the "China Xiamen Disabled Persons Welfare Foundation" established on July 17, 1985. Knowing that Qingdao has many years of experience in photovoltaic poverty alleviation, Zhang Qingtong personally took the delegation to "learn classics". They visited several villages to learn about local photovoltaic poverty alleviation practices, construction costs and effectiveness, and to examine the technical maturity of photovoltaic power generation equipment. They also went to the villager's home to inspect and inquire about the villagers'use feelings. Hearing the villagers'good response to the performance and income of the equipment, the Foundation further affirmed its determination to implement the "photovoltaic disability assistance" project.
After returning to Xiamen, the Foundation visited experts from Xiamen University and Xiamen Science and Technology Association one after another to consult them on the technical aspects and to consult them on various details of developing photovoltaic power generation in Xiamen. They have a thorough understanding of national, provincial and municipal support policies for photovoltaic power generation, and repeatedly demonstrated the feasibility of the project.

After learning about the difficulties of Ms. Ye's family, the Foundation introduced the "Photovoltaic Disability Assistance" project and installed a set of 3 kilowatt photovoltaic power generation equipment for this low-income disabled family free of charge.
There is another episode. Just a week after the equipment was installed, the power supply company had not yet had time to check and accept, but typhoon Moranti attacked Xiamen. After a heavy night of wind and rain, the next morning, the staff of the foundation contacted the construction unit to check the situation at Ms. Ye's home. Fortunately, the rooftop PV components and brackets are intact, which also gives the Foundation greater confidence to continue to promote the project.
In October 2016, Ms. Ye's home equipment began to generate electricity. A quarter later, she received her first subsidy. Looking at the extra money on the bank card, Ms. Ye said happily, "This is a solid good thing, helping our families with disabled people in difficulty."

On the basis of full preparations, on May 11 this year, Xiamen Disabled Persons Welfare Foundation officially launched the "Precision Poverty Alleviation Photovoltaic Disability Assistance" public welfare project. According to the implementation plan, the Foundation has collected charitable funds from the community to install 3 kilowatt photovoltaic power generation equipment free of charge for 100 rural families with disabled people in four districts outside the island of our city. Families with disabilities only need to provide 30 square meters of their own roofs. Property rights and benefits will be owned by families with disabilities after the equipment is installed. Poor people with disabilities who have little labor capacity and no income sources can achieve the expected 20-year stable income.
Installation of a set of 3 kW photovoltaic power generation equipment costs more than 20,000 yuan. Before the signing of the project, the leaders of the foundation actively visited the Party and Labor Committee of municipal organs and other units to raise funds from organs, institutions, enterprises and charities. Municipal SASASAC has also highly recognized this public welfare project and given strong support in the process of fund-raising. After the leaders of the Municipal Land and Real Estate Bureau learned about it, they expressed the willingness of the Land and Real Estate Bureau to be enthusiastic about public welfare and care for the disadvantaged groups of the disabled. Temporary relief is one of the routine public welfare projects carried out by Xiamen Disabled Persons Welfare Foundation. Every year, during the traditional festivals, the National Day for Disabled Persons and the International Day for Disabled Persons, the Foundation jointly visits families of disabled persons with the help of the Municipal Disabled Persons'Federation and social compassionate enterprises and sends them the warmest greetings on the festival.
